What is improper lane use?

According to Ask – “Improper lane use is driving in and out of traffic in order to jump ahead of cars. Changing lanes without properly signaling where you are going to go is another example of improper lane usage”.  http://www.ask.com/question/what-is-improper-lane-use

Below is an excerpt from Trib Local – Orland Park & Homer Glen, These are two south suburban suburbs of Chicago. We have bolded/highlighted the DUI’s that involved DUI charges along with improper lane use. It appears from this small sampling that many DUI’s occur as a result of drivers charged with improper lane usage.
